Permanently delete an issue
Erases the issue row for good, and only this row: a sub-issue still sitting in Recently Deleted is untouched and stays independently restorable or purgeable. Comments cascade for real here, and the issue's attachments are marked for the sweeper to reclaim their files - this is the first point the issue is genuinely gone. Only valid on an issue already in Recently Deleted; anything else, including a live issue, is a 404.

Moves a soft-deleted issue out of Recently Deleted together with its whole sub-issue subtree, unconditionally - including a sub-issue that was deleted separately beforehand, so restore is the exact mirror of the delete it undoes. An issue that is not soft-deleted is a 404, as is one in a team the caller is not in.
List an issue's relations
Both directions of every link on this issue. blocks is one stored row: the source is holding the target up, and the target reads that same row as blocked by. A completed or canceled blocker is returned under resolvedBlocks rather than blockedBy, and the row stays type blocks so reopening the blocker counts again. related is one row shown on both issues. duplicateOf is set when this issue is the copy. A soft-deleted other end is omitted until that issue is restored.
