Link this issue to another
Idempotent. The same pair and type returns the existing row with created false and writes nothing. blocked_by is stored as blocks with the two ids swapped. related is stored with the lower id as the source so asking from either issue is the same row. Both issues must be in this issue's team. A blocks link that would close a loop is refused, and so is a duplicate link that would loop back on itself. An issue can be a duplicate of only one other issue.

Both directions of every link on this issue. blocks is one stored row: the source is holding the target up, and the target reads that same row as blocked by. A completed or canceled blocker is returned under resolvedBlocks rather than blockedBy, and the row stays type blocks so reopening the blocker counts again. related is one row shown on both issues. duplicateOf is set when this issue is the copy. A soft-deleted other end is omitted until that issue is restored.
Remove a relation
Deletes the link only. Both issues stay. Either end the caller cannot currently see — including a soft-deleted one — is 404.
