EAS-117. The "Public Signing" page's list — every one of the caller's links, owner-scoped. Unlike the old template-joined design, this is a plain read of the links' own rows — no join through Template.

Query Parameters
Comma-separated subset of draft|active|paused|expired. Omit for every status. An unrecognized value is a 400, not a silent no-op.
Case-insensitive substring match against the link's name.
Page size. Default 10, capped at 100.
Page start. Default 0.

The only place a document is ever created from a public link. A visitor who verified before and abandoned it gets the same unfinished document back rather than a duplicate. Unauthenticated.
Create a public signing link draft
EAS-117. Name only required — the file, recipient slots, fields, and publish settings are all filled in by later calls before publishing. A standalone entity from the start: it never references a Template.
