Regenerate a webhook's signing secret
Issues a fresh signing secret for the webhook, shown once (same as creation). Hard cutover: the old secret stops verifying immediately — any delivery enqueued after this call signs with the new secret. url, events, active, and delivery history/counters are unaffected, unlike delete-and-recreate.
